The base was approved for establishment by the Department of International Cooperation of the Ministry of Science and Technology in October 2015, and was re-recognized as a national-level international science and technology cooperation base (characteristic category) by the Ministry of Science and Technology in 2025. The base closely cooperates with the International Water Association (IWA), as well as universities and research institutions in the United States, Japan, Australia, the Netherlands, South Korea and other countries. Its research covers technologies such as wastewater reclamation and reuse, rainwater harvesting and utilization, urban water body restoration and water environment improvement. It gathers international first-class water environment experts, takes the IWA Future City Research Program and Non-traditional Water Resources Research Program as the cooperation link, and carries out theoretical, technical and engineering demonstration research on water issues related to urban sustainable development, especially the utilization of urban non-traditional water resources, so as to build a world-class international cooperation base. Based in Shaanxi, facing the whole country and radiating the world, it plays an important role in all aspects of research and development, exchange and technology promotion in the water environment field, and realizes technological innovation and industrial promotion.
